If you are on Medicare in Apple Valley, Victorville or Hesperia, Medicare Open Enrollment is the one stretch of the year when you can change your plan without needing a special reason. It runs October 15 to December 7. This guide sets out the dates, where to get free and unbiased Medicare help here in the High Desert, and which official tools are worth your time.
Medicare Open Enrollment dates: October 15 to December 7
Medicare Open Enrollment runs October 15 through December 7. Any change you make during those weeks starts on January 1. Miss December 7 and, in most cases, you wait another year.
If you are already in a Medicare Advantage plan, you get one more window: January 1 through March 31, when you can switch to a different Advantage plan or go back to Original Medicare.
What you can actually change
- Join, switch or drop a Medicare Advantage plan (Part C)
- Join, switch or drop a prescription drug plan (Part D)
- Move from Original Medicare to Advantage, or back the other way
Why it is worth looking, even if you are happy
Plans change every year, quietly. The premium may be the same while the drug list is not. A medication that cost you very little this year can move to a higher tier in January. The pharmacy you use may leave the network. Your doctors may or may not still be in it.
The single most useful thing you can do is check two things: are my medications still covered at a price I can manage, and are my doctors still in the network. Everything else is secondary.
Free Medicare help in Apple Valley, Victorville and Hesperia
HICAP (the Health Insurance Counseling and Advocacy Program) gives free one-to-one Medicare counseling to anyone on Medicare, plus family members and caregivers. Counsellors are trained and certified, and HICAP does not sell insurance and does not recommend any company’s plan. That independence is exactly why it is worth your first call.

Talk to our office in Apple Valley
If you would rather speak to a person who knows the local landscape, call us at (760) 906-9362. We are glad to refer you to a reputable broker in the High Desert, and we will do that whatever insurance you currently have and whether or not you are our patient. We do not sell insurance, we are not paid for referrals, and we have no stake in which plan you choose.
If you are our patient, bring your plan paperwork to your next visit and we will go through the medication side of it with you — that is the part we are genuinely qualified to help with.
If money is tight, check whether you qualify for help paying
Two programmes quietly save High Desert seniors a great deal of money each year, and many people who qualify never apply because nobody told them.
- Extra Help (the Part D Low-Income Subsidy) lowers or removes prescription drug premiums, deductibles and co-pays. You apply through Social Security, and the income limits are more generous than most people assume.
- Medicare Savings Programs can pay your Part B premium, which is money straight back into your monthly income. These run through California’s Medi-Cal office.
A HICAP counsellor will screen you for both, free of charge, at the same appointment where they look at your plan. If you are not sure whether you qualify, it costs nothing to ask, and the answer is often yes.
Open Enrollment is the one window each year to change Medicare plans without a special reason.
A short checklist
- Find your Annual Notice of Change — the booklet your plan posted in September. It lists exactly what changes in January.
- Write down every medication you take, with the dose.
- List the doctors and the pharmacy you want to keep.
- Run those through the Plan Finder, or take the list to a HICAP counsellor.
- Decide before December 7.
Common questions
When is Medicare Open Enrollment?
October 15 through December 7 every year. Changes you make take effect January 1.
Where can I get free Medicare help near Apple Valley, Victorville or Hesperia?
Call HICAP on (760) 267-1191, the High Desert line. Counselling is free, one-to-one, and the counsellors do not sell insurance.
What happens if I do nothing?
Your current plan usually rolls over into next year with whatever changes it has made to premiums, the drug list and the pharmacy network. Doing nothing is a decision, so it is worth reading your Annual Notice of Change first.
What is the difference between Open Enrollment and Medicare Advantage Open Enrollment?
Open Enrollment, October 15 to December 7, is open to everyone on Medicare. Medicare Advantage Open Enrollment, January 1 to March 31, is only for people already in an Advantage plan, and allows one switch.
Can Finesse Primary Care tell me which plan to pick?
We do not sell insurance and we will not recommend a specific plan. We will refer you to a reputable local broker whatever coverage you have, and if you are our patient we will review the medication side of a plan with you. Call (760) 906-9362.
